Cecily Macdougall - Managing Director

Cecily is an accomplished and innovative director with over 20 years in establishing effective strategy to achieve long term objectives. Cecily Macdougall is Managing Director for Building4Business Pty Ltd. Previously she has been CEO, Director, General Manager and Operations Manager, for multiple IT service companies and has held multiple Board positions. Cecily has held various senior consulting roles for Tier Inc, Gartner, Unisys Australia, Aspect, and Wang Australia across a wide range of industries in private sector as well as public sector. Cecily has built industry/business networks including Technology Partners Program, Australian Interactive Media Industry Association (AIMIA) and Hush Music Foundation. Cecily has developed an unusual range and depth of skill with competencies in the disciplines of business, finance, information technology and systems integration, portfolio/program/project management and human resources.

Cecily is a key thought leader and has published articles in the Govlink, Queensland Mining Resources Bulletin for CEOs, and CPA In the Black. Cecily is a qualified CPA and is a member of CPA Australia, the Australian Institute of Management, the Australian Institute of Project Management and the Australian Human Resource Institute. Academically her achievements include a Master of Business Administration in three streams, Professional Accounting, International Business and Strategic Human Resource Management. Accreditations include Leadership and Organisational Renewal (Practitioner), Inclusive Value Measurement practitioner (Level 2), PRINCE2 project management practitioner, and Workplace Trainer/Facilitator (Category 1).

Cecily has a wide range of industry experience with private sector as well as Government experience including: Mining, Petrochemical, Transport, Utilities, Financial Services, Retail, Telecommunications, Insurance, Health, Welfare, Print and Media, Paper and Packaging, Gaming, Recruitment, Agriculture, Wine, Education, IT Services, State and Local Government, Government agencies. Cecily has also worked for companies such as Tier Inc, Gartner, Unisys Australia, Aspect, Wang Australia. Engagements have taken Cecily from the depths of Australia's underground coal mines and cost efficiency strategies, to the development of risk mitigation strategies and hazard identification for the movement of an oil rig, to the due diligence of a potential commercial program for a not-for-profit organisation, to increasing governance of capital projects, increasing organisational project management maturity to increase certainty, predictability and performance of delivery, and to building ICT capability to become business focused and deliver results.

Cecily is a highly self-motivated director with a proven track record of driving and delivering excellent results through complex business and information technology programs.. Cecily is renowned for her relationship building and conceptual and lateral thinking abilities, to create innovative yet practical solutions for the resolution of business problems. Cecily ensures that ICT enables and adds value to the business.

Cecily has been Finance Director for the Hush Music Foundation, that creates music to relieve the stress and anxiety of children in hospital, Deputy Chair of the Board for Ability Australia Foundation, which was dedicated to help the disabled at an operational level and strategic lobbying level, and past vice president of the Victorian chapter of the Australian Interactive Media Industry Association (AIMIA). Cecily also chaired the initial Technology Partners Program to ensure continued support for the technology industry.

Cecily was a finalist in 2003 for the 'Women of Achievement' award, awarded by the Brain Foundation. This award was developed in the mid-1990's to recognize women who contribute to society and demonstrate a multi-dimensional role, risk taking and innovation, commitment to achieving a goal and act as a role model for others.
